Ted has has over 20 years of public company, private company and law firm experience developing strategic tax planning initiatives for businesses and investors, including international corporate treasury centers, intellectual property development structures, hedge funds, asset management vehicles, joint ventures, structured financings and complex M&A transactions. He specializes in both U.S. and non-U.S. tax laws and is a frequent speaker on U.S., international and cross-border taxation. Ted has also acted as in-house and outside counsel to public and privately held companies and provided them with analysis and opinion on proposed and pending legislation, court cases and administrative actions, with a focus on international tax issues.
Ted has spent the majority of his career as in-house tax advisor to multinational corporations including as the Head of International Tax and Global Tax Counsel for Marriott International Inc where he was responsible for all non-U.S. tax issues, tax return filings, audits, litigation, tax-related financial disclosures, M&A and tax planning; Ted was also the former Head of Tax for privately held US based multinational in the energy industry with operations in Latin America, Europe Asia and Africa. Previously, Ted was the Director of Tax Research & Planning for a Dutch based publicly-traded retailer and wholesaler; Earlier in his career, Ted was a Senior Tax Associate at Sutherland and a Tax Attorney with Mobil Oil. In 2015, Ted launched his own firm - BrooksLaw PC and has continued to advise a number of U.S. and non-U.S. based hospitality companies.

Ted is a member of the District of Columbia Bar and is admitted to practice before the U.S. Tax Court. He is a member of the D.C. Bar Tax Section, the Federal Bar Association, the American Bar Association and the ABA Tax Section. He received a Masters of Law degree in Tax from the Frederic G. Levin College of Law at the University of Florida, a Juris Doctor degree from the Delaware Law School and a B.B.A. degree in International Finance from the University of Miami (FL). Ted is a frequent speaker on corporate and international tax issues and has spoken at the Hotel Tax Executives Conference several times.
